Passport / ID, lost or stolen

  • If your passport or ID is lost or stolen, you can apply for a new one. You can request this in person at the municipality.
  • Do you need to travel immediately? Then you can request an emergency passport from the Royal Military Police.

What should I do?

You no longer have to report to the police. Not even if your passport or ID has been stolen. You do need to make a declaration of loss to the municipality. This is necessary to prevent misuse of your old passport or ID and to apply for a new travel document. 

Statement of missing

Making a declaration of loss is required to apply for a new travel document. You can easily make this declaration of loss online. It is also advisable to make a declaration of loss if it is not necessary to apply for a new travel document because you still have another travel document. With a declaration of loss, the government registers the document number of your missing passport or Map. This registration helps in the fight against identity fraud.

  • You are applying for a new passport or ID in person at the municipality.
  • You fill out a form explaining how you lost the old document.
  • After the report, the municipality registers your travel document the loss. Upon inspection, it is then visible that your travel document is invalid. This prevents misuse.
  • If you still find your passport or Map , you may no longer use it. You return your passport or Map to the municipality so it will be invalidated. Also, if your passport or Map is found, it will be invalidated. Both to prevent misuse.
  • You can request a new document from the municipality.
  • You must pick up your passport or ID in person. This must be done within 3 months of your application.

In some municipalities it is possible to provide a declaration of missing in writing or digitally. Check with your municipality to see if this is possible.

Report to insurance against theft

Has your ID been stolen and you are insured against theft? If so, it is helpful to report it to the police so you can prove it.

Reporting abroad

Lost your passport or ID abroad? Report it to the local police immediately. You can then apply to the Dutch embassy or consulate for an emergency document. In the Netherlands you do not have to report this to the Dutch police. With the foreign official report you can apply for a passport or ID at the municipality.

Apply for emergency passport

Have you lost your passport and need to travel immediately? If so, you can apply for an emergency passport. The emergency passport is for travel only. You can apply for the emergency passport at the Royal Military Police .

What do I need?

  • An accurate looking passport photo that
  • All passports and identity cards you still have. Even if they have expired.
  • If you are applying for a second passport, bring proof that you need the second passport.
  • If your passport was lost or stolen abroad, take the foreign police report with you.
  • Debit card or cash. You pay directly at the time of application.

Children up to 18 years of age

  • Written consent from both parents or the person with custody of the child. Please use the form below. You can also both sign at the application in the town hall. In this case you do not need to bring a completed form.
  • (Copy of) the proof of identity of both parents or the person with custody of the child.
  • Children must be present in person when applying for and collecting their passports.
  • At least one parent or guardian must be present at the time of application.
  • An accurate looking passport photo that is not older than 6 months at the time of application. The passport photo must meet the passport photo requirements.
  • All passports and ID cards you still have of your child. Even if they have expired.
  • Debit card or cash. You pay directly at the time of application.

How long does it take?

You can pick up your passport after 6 working days. If you made an urgent application in the morning, you can pick up your passport the next business day.

If you no longer have your old passport and you have no other proof of identity, the municipality conducts research to determine your identity. As a result, it may take longer for you to get your passport.
