Refugee Passport
You apply for this passport if you have refugee status. A refugee passport allows you to travel to all countries except your country of origin.
If you do not have refugee status, do not apply for a refugee passport but for an Alien's passport with the municipality.
You must always apply for and pick up a passport in person. This also applies to children.
Children under 18 can apply for a passport by themselves. They need permission of all persons with parental authority. Please use the form below:
What should I do?
- You apply for a refugee passport in person at the municipality.
- If you are applying for a refugee passport for your child, bring your child with you.
- Health for clean fingers, as fingerprints will be taken. Children under 12 do not need to be fingerprinted.
- You will pick up your refugee passport in person. Do this within 3 months of your application, as the passport will expire after that.
- When you pick up a refugee passport for your child, bring your child with you.
What do I need?
- Your valid residence permit.
- An accurate looking passport photo that
- is not older than 6 months at the time of application
- meets passport photo requirements.
- There are photo booths at the ticket office in Brielle and at the city hall in Hellevoetsluis. You can only pay contactless at the photo booths. If you have gray or light blond hair, we advise you to take a photo at the specialist.
- Your old Alien's passport (if you have one).
- Debit card or cash. You pay directly at the time of application.
Children up to 18 years of age
- Written consent from both parents or the person with custody of the child. Please use the form below. You can also both sign at the application in the town hall. In this case you do not need to bring a completed form.
- (Copy of) the proof of identity of both parents or the person with custody of the child.
- Children must be present in person when applying for and collecting their passports.
- At least one parent or guardian must be present at the time of application.
- An accurate looking passport photo that is not older than 6 months at the time of application. The passport photo must meet the passport photo requirements.
- All passports and ID cards you still have of your child. Even if they have expired.
- Debit card or cash. You pay directly at the time of application.
- There are photo booths at the ticket office in Brielle and at the town hall in Hellevoetsluis. To take a passport photo in this booth, your child must be at least 1.40 meters tall. You can only pay contactless at the photo booths.
Refugee passport lost or stolen
If your passport or ID is lost or stolen, you can apply for a new one. Do you need to travel immediately? Then you can request an emergency passport from the Royal Military Police.

You can often pick up your refugee passport after only 5 working days.

A refugee passport is valid for up to 5 years. The exact period of validity depends on your residency status.
You can apply for a refugee passport if you:
- have refugee status
- do not have a valid passport from your country of origin
- live in the Netherlands, but you do not have Dutch nationality
- have a residence permit
- is registered with the municipality where you are applying for the passport
