Village heart Zwartewaal
In 2016, the Council adopted the Zwartewaal 2030 livability vision with implementation program. One of the activities from this implementation program is the area vision Christinalaan. This area vision has been the basis of the development Dorpshart Zwartewaal; the construction of 85 homes and a facilities cluster consisting of a school, village hall and sports hall.
Participation
Residents, organizations and other stakeholders are closely involved in the development of Zwartewaal Village Heart. Together with the surrounding area, the ''Village Heart'' model was chosen from several future visions in late 2017. After that, a sounding board group was set up to come up with the details of the village heart together. Three urban designs were then developed and voted on by residents. In 2020, the city council chose implementation variant 1, in which the council followed the sounding board group's advice.
This implementation variant was further developed in a design process. Design sessions were organized with users about the facilities cluster. The sounding board group was also involved in the development of the design plan for Zwartewaal Village Heart.
Construction
The municipality is working with developer Zenzo Social Real Estate to build the facilities cluster and housing. The facilities cluster will be built first. This will be followed by the construction of the housing units in several phases. They will be social housing, ground-floor apartments, upper-level apartments with commercial spaces underneath, single-family homes, semi-detached and detached homes.
The expected schedule is as follows:
- December 2023: start construction facility cluster
- Mid school year 2024-2025: completion of facilities cluster
- From 2026: housing construction in three phases
A temporary route has been created for construction traffic between Provincialeweg N218 and Smalleweg. Construction traffic will use the route: Smalleweg - Sluisweg - Lijnbaanweg to get to the construction site.

Residents' meetings
On July 8, Zenzo Maatschappelijk Vastgoed organized an information meeting on the Zwartewaal village center. The purpose was to inform local residents and interested parties about the upcoming housing development and to discuss the housing plan.

Timeline
Currently in progress: Start of demolition of old school and village hall - Completion date
Once the amenities cluster has been completed, preparations for the construction of the homes can begin (preparing the site for construction). These homes will be built on the site where the old school and village hall currently stand. Construction of the homes will start as soon as the site has been prepared for construction. The exact date for this is not yet known.
Completed: Festive conclusion to this first phase of the 'Dorpshart Zwartewaal' project - Completion date
After the completion of the new school and community center, we celebrated the completion of the first phase of the 'Dorpshart Zwartewaal' (Zwartewaal Village Center). On Wednesday, November 26, 2025, everyone was cordially invited to attend. From 2:30 p.m. to 4:00 p.m., there was an opportunity to view the entire new building complex. In addition to a tour of the festively decorated school, there were presentations and demonstrations by users and tenants of the village center and the sports hall.

Amenity cluster (1st phase of the Village Heart) completed.
Completed: Start of construction facilities cluster - Completion date
The preparatory work was completed and construction of the cluster could start in December 2023 with the piling work. On December 13, the start of construction was celebrated in the village.
Completed: Start construction road - Completion date
In October 2023, work began on the construction of the temporary construction road in Zwartewaal by contractor Kuipers Infra.
Completed: Final award - Completion date
Alderman Igor Bal signed the agreement with developer Zenzo Social Real Estate on Wednesday, Oct. 4, for the construction of the amenity cluster and 85 owner-occupied and rental homes.
Completed: Facilities cluster environmental permit - Completion date
The environmental permit for the construction of the facilities cluster was granted in July 2023. You can view this decision online.
Completed: Zoning - Completion date
The November 2022 Village Heart Zwartewaal zoning plan is final. You can view the zoning plan at nl with plan number NL.IMRO.0501.DHZwartewaal-0130.
Completed: Tender for construction of facility cluster and housing - Completion date
In July 2022, the tender for the construction of the facilities cluster and housing was put on the market. Initially, no tenders were received for this. Finally, at the end of 2022, a party was found and provisionally awarded through the negotiation process.
Completed: City Council chooses Variant 1 - Completion date
In January 2020, the municipal council chose implementation variant 1 of the Zwartewaal Village Heart. In this, the council followed the advice of the sounding board group, which favored variant 1 and 2.
