Voorne aan Zee Sports and Scouting Investment Program

The purpose of the Sports and Scouting Investment Scheme is to encourage sports clubs and scouting organizations that own their own facilities to make investments that contribute to promoting an active and healthy society. The investment is specifically aimed at supporting sports and scouting clubs in carrying out construction, renovation, or expansion projects for their sports facilities. The goal is to enable clubs to better meet the current and future needs of their members and the broader community.

Grant rate and maximum amount:

  • The grant is one-third of the actual project costs that can be shown to be directly related to the construction, renovation or expansion of the sports facility.
  • The maximum amount per application is €200,000.

Requirements sports and scouting clubs:

  • The sports or scouting club must have its registered office in the municipality of Voorne aan Zee.
  • The activities of the association should primarily target members within the municipality of Voorne aan Zee.

Exception for angling clubs:

  • Fishing clubs that are legally registered in the municipality Voorne aan Zee but do not own their own facilities are also eligible for the sports and scouting investment scheme.
  • These organizations may apply for funding to invest in facilities that directly support angling, such as fishing piers.
  • The same subsidy scheme applies to these investments: one-third of the actual costs, up to a maximum of €200,000 per application.

How does it work?

Eligible costs

The grant may only be awarded to sports and scouting organizations to help cover project costs related to:

  • Renovation includes construction, renovation or expansion of accommodation components such as locker rooms, storage areas and fishing jetties. A maximum of one application per facility may be submitted within a five-year period from the date of the last approval. For fishing jetties, there is a maximum of one application every 15 years.
  • The installation or replacement of lighting systems at (sports) fields, with a maximum of one application per field within a ten-year period. Lighting systems refer exclusively to fixed lighting fixtures.
  • The construction or replacement of an artificial turf field or sports field to be used, with a maximum of one application per field within a ten-year period.
  • Expansion of the above facilities due to significantly growing membership.
     

Calculation of the grant

  • The subsidy for the construction, renovation, or expansion of club facilities and related equipment amounts to one-third of the actual costs, up to a maximum subsidy of €200,000. The municipal budget constitutes the subsidy ceiling.
  • The grant amounts to a maximum of one-third of the project costs for sports associations in the municipality of Voorne aan Zee.

Further obligations of the grant

  • The grant recipient must comply with all applicable laws and regulations when implementing construction, renovation or expansion projects of sports facilities.
  • The grant recipient is required to obtain all necessary permits before starting to carry out the subsidized activities. 

Requirements

Refusal of the grant

The application may be denied if one or more of the following circumstances apply:

  • There is insufficient municipal budget available to award the grant.
  • The sports association's application or activities are not consistent with applicable sports policies.
  • The application is for commercial accommodation units, including canteens.
  • The intended investment is not necessary in the context of the sports and social purpose of the sports club.
  • The facility, in new construction, renovation or expansion of an existing building, is not accessible and usable by people with disabilities.
  • The applicant already receives financial support for the same purpose from another municipal scheme.
  • The applicant is unable to finance two-thirds of the project costs that will be on its own account.
  • The sports or scouting club must submit an application within the specified deadlines for a facility that has previously received municipal funding.
  • The sports or scouting club is unable to meet the procedural requirements.
  • The investment does not contribute to sustainable or future-proof facilities.

Procedure

The following documents must be supplied:

  • Articles of Incorporation, or bylaws;
  • A budget for the project costs, specifically addressing how the remaining two-thirds of the project costs will be financed;
  • Quotes justifying the construction of project costs.

How long does it take?

  • The municipal executive will make a decision within sixteen weeks of receiving a grant application. For amounts exceeding €25,000, the city council is asked to approve the grant request.
  • Applications are processed in the order in which they are received.
  • Once the grant application has been approved, the sports club will receive eighty percent of the grant as an advance payment.
  • The final approval of the investment is based on the submitted project documentation, including invoices paid by the organization and proof of payment. Upon approval, the remaining twenty percent of the investment is disbursed.
