Apply for Your First Driver's License

You must apply for your first driver's license in person at city hall. Online applications are not accepted. Please bring a valid passport or ID with you.

Renew Your Driver's License Online

You can renew your driver's license online if you meet the Requirements requirements.

Requirements to renew online

• You are registered in Voorne aan Zee.
• You are a Dutch citizen, have a valid residence permit, or are a citizen of an EU country, an EEA country, or Switzerland. To find out which countries are part of the EEA, visit the website of the Dutch Immigration and Naturalization Service ( Rijksoverheid) at .
• Your driver's license was not taken by the police. Read more on the Rijksoverheid website.
• You want to renew your driver's license, including Code 95, or add a category. This does not apply to a first driver's license.
• You have an activated DigiD app with a one-time identity verification.

To verify your identity, you'll need an Android smartphone with an NFC reader (Android 6.0 or higher) or an iPhone 7 or later running iOS 13 or higher.

Driver's license lost or stolen

Have you lost your driver's license, or has it been stolen? If so, please report it first on the RDW website at. You'll need a DigiD to do this.

Don't have a DigiD? Then report the loss to the municipality.

Next, apply for a new driver's license at city hall.

Rush application

Do you need your driver's license quickly? If so, you can submit an expedited application.

If you submit your expedited application before 2:00 p.m., you can usually pick up your driver's license the next business day after 10:00 a.m.

The expedited process takes up to 3 business days. There is an additional fee for expedited requests.

Driver's License for Youth Under 18

Have you passed your driver's license exam but are not yet 18 years old? If so, you may only drive if a coach is sitting next to you. A coach can be a parent or guardian, for example. You may have up to 5 coaches.

• As a coach, you can register on the RDW website at.
• After you have registered, apply for a companion pass on the RDW website at.
• Once you have received the caregiver pass, you can apply for a driver's license at city hall.

Apply for Your First Driver's License

You must apply for your first driver's license in person at city hall. Online applications are not accepted. Please bring a valid passport or national ID card ( ID ) and a passport-sized photo.

Passport photo

Have your passport photo taken by an RDW-approved photographer or at an RDW-approved photo booth. The passport photo must not be more than 6 months old at the time of application and must meet the passport photo requirements.

You can find a certified photographer or photo booth using the RDW location finder on the RDW website.
Be sure to bring your current driver's license or driver's license number. 

The photographer will securely send your passport photo and signature digitally to the RDW. Within a few minutes, you will receive an email from the RDW. It will indicate whether your application has been approved and whether you can renew your driver's license online.

• Rockanje Town Hall.

• De Pool, Zeeweg 27a in Rockanje.

There are photo booths at the service counter in Rockanje and at the town hall in Hellevoetsluis. You can only pay contactlessly at the photo booths. Do you have gray or light blond hair? If so, we recommend that you have your photo taken by a professional.

You can also renew your driver's license online. You can then pick up your new driver's license at city hall after just two business days.

Two business days after you submit your application, you will receive an email letting you know that your new driver's license is ready.

You need an appointment to pick up your driver's license. You must pick up your driver's license within three months at the location where you applied for it.

How long is my driver's license valid?

The validity of your driver's license B (passenger car) depends on your age.

• Are you under the age of 65? Then your driver's license is valid for 10 years.
• Are you between the ages of 65 and 70? Then your driver's license is valid until your 75th birthday.
• Are you between the ages of 70 and 75? Then your driver's license is valid for 5 years.
• Are you older than 75 years of age? Then your driver's license is valid for a maximum of 5 years.
• License C (truck) and license D (bus) are valid for up to 5 years.

Health Declaration

The CBR uses a Health Declaration to assess whether you are mentally and physically capable of driving. This is important for traffic safety.

You can fill out the Health Declaration on the CBR website at. The municipality also sells these 75+ declarations at its offices in Hellevoetsluis and Rockanje.

When do you need a Health Declaration?

• You are applying for a practical driving test for the first time, or you want to add a category to your driver's license.
• You want to obtain or renew a Class C and/or D driver's license.
• You have a medical condition.
• You are 75 years of age or older.

Medical Examination

You must be medically examined before applying for a driver's license in the following situations:

• You have a medical condition.
• You are 75 years old or older and your driver's license is expiring.
• You need a driver's license to drive a truck or bus.

Start the medical exam well before your driver's license expires. If you don't start on time, your driver's license may expire before you've been examined. You will then be temporarily prohibited from driving.

Driver's license with chip

Driver's licenses now have a new chip. You can use this chip to log in to DigiD.

Would you like a new driver's license without this chip? If so, send a letter to the RDW. Be sure to do this 5 days before you renew your driver's license.

Beginner's License

Anyone who gets a driver's license for the first time is a new driver. It doesn't matter how old you are or what type of vehicle the license is valid for.

How long you are considered a novice driver depends on your age:

• Are you 18 years of age or older? If so, you are considered a novice driver for 5 years.
• Are you 17 years old? If so, you’ve been a novice driver for 7 years.

New drivers receive a beginner's driver's license. This is a standard driver's license with a point system for serious traffic violations. For more information, visit the website of the Dutch Traffic Authority ( Rijksoverheid) at .

Military driver's license

A Dutch military driver's license is not valid outside the military. You can exchange your military driver's license for a regular driver's license at city hall. You must do this within 3 years of receiving your military driver's license.

Foreign driver's license

With a valid foreign driver’s license, you may drive in the Netherlands for a certain period of time. This depends on the country where your driver’s license was issued. For more information, visit the RDW website at.

In some cases you can exchange your foreign driver's license for a Dutch driver's license. Check out the Requirements on the RDW website.

Code 95

Code 95 must be listed on your driver's license if you want to drive a bus or truck for work. This code demonstrates that you are qualified for the job.

Did you pass the exams and tests? If so, apply for a new driver's license at city hall. Code 95 will appear on your new driver's license after category C and/or D.

Were you born before July 1, 1955? If so, new rules have been in effect since December 1, 2020. For more information, visit the CBR website at.
