Housing development plan Brielsestraatweg Hellevoetsluis

A Plot Ambition has been drawn up for the housing development plan on Brielsestraatweg. The Plot Ambition sets out the principles and ambitions that the plan must meet in the future. In May 2024, residents were able to respond to this during a meeting in the Dry Dock within the Fortress of Hellevoetsluis. 

The Plot Ambition was also reviewed by the Spatial Quality Committee (CRK). In this committee, various architects assess the plan and provide advice. The Plot Ambition was amended in response to the reactions during the residents' meeting in the Droogdok and the advice of the Spatial Quality Committee.

In 2025, we conducted further research together with Maasdelta into the financial feasibility of this housing plan based on the plot ambition. The plot ambition was finalized by the municipality and Maasdelta in February 2026, after the final adjustments.

The current zoning plan (environmental plan) does not allow for residential construction at this location. This means that we must first initiate a spatial planning procedure before we can build homes. During this procedure, local residents and other stakeholders can submit their views on the plan. This means that you can submit your questions, comments, and opinions about the plan through a formal public consultation process.

The Plot Ambition forms the basis for amending the Environmental Plan. It also helps with the further elaboration of the plans. You can download the Plot Ambition from the Maasdelta website. Here you can also see more images of the housing plan and explanations about the layout.

• The Maasdelta business premises are likely to be demolished in the second or third quarter of 2026.
• We will also start the spatial planning procedure for amending the Environmental Plan in 2026, which we expect to complete in the last quarter of 2026 or the first quarter of 2027. During this procedure, it will be possible to submit opinions. We will indicate when the spatial planning procedure will start and when there will be an opportunity for public participation.
• From early 2027, we expected that the site could be prepared for construction, allowing the building of the homes to commence.

Local residents were given the opportunity to express their opinions about the plan during an open evening in May 2024. The Building Appearance Committee also assessed the design and provided recommendations. All responses were carefully taken into account in the further development of the plan.

We will continue to keep the immediate neighborhood informed through letters and, if necessary, through meetings. Maasdelta and the municipality always coordinate their communications.
