Why was the North Sea Boulevard chosen as a site for wind energy?
In 2012, the Municipality of Voorne aan Zee (then Westvoorne) agreed with the Province of South Holland and the other municipalities on Voorne-Putten to enable wind energy generation at a number of locations in the region. Those agreements were laid down in the Covenant Realization Wind Energy (former) Rotterdam City Region. In 2017, follow-up agreements were made on where wind turbines may be located. One such site is the North Sea Boulevard along the Oostvoorn Lake in Oostvoorne.
Why is wind energy important?
Voorne aan Zee is committed to making more use of renewable energy in the future. Wind energy is one example. Wind is an inexhaustible source of energy. Energy from wind reduces CO2 emissions and makes us less dependent on fossil fuels.
What has happened recently?
On June 5, 2025, the City Council issued a draft statement of no objection for the Noordzeeboulevard Wind Project. During the council meeting on June 5, 2025, the city council adopted an amendment. This amendment specifies the maximum tip height and maximum capacity of the wind turbines to be constructed. In addition, a motion was adopted in which the city council requests that the mayor and aldermen enter into discussions with the province of South Holland. The city council wants the province to remove the proposed site for wind turbines—where the Brielse Brug wind project was planned—from the environmental policy.
The draft statement and accompanying documents were made available for public review. During this period, everyone was given the opportunity to submit comments. The comments received were reviewed over the past few months and incorporated into the response memorandum. In addition, the municipal executive has implemented the adopted motion by entering into discussions with the Province of South Holland.
What is the current status?
On March 17, 2026, the municipal executive decided to request a final statement of no objection from the city council regarding the Noordzeeboulevard wind project. This final statement of no objection from the city council is necessary in order to grant the environmental permits required for the implementation of the wind project.
The Spatial Planning Committee considered the request for a final statement of no objection during its meeting on May 13, 2026. During this meeting, the substance of the matter was discussed, and council members were able to express their views and raise points of concern. Following the committee’s deliberations, the proposal to issue the final statement of no objection will be submitted to the city council.
What are the next steps?
The city council is expected to discuss the Noordzeeboulevard wind project on June 4 and will then make a decision on the final statement of no objection. If the city council issues the statement of no objection, the environmental permits can be granted. If the statement of no objection is not issued, the environmental permits must be denied. After the environmental permits are granted, interested parties who disagree with the decision have a six-week period to file an appeal with the Council of State.
