Event permit application
Do you want to organize an event? If so, you must apply for a permit. These are the following types of events:
- Braderie
- Fair
- Parade
- Festival
- Neighborhood or street party
- Music event
- Sports event
- Jumble sale
- School Tournament
- Staff party
The size of the event determines how long your application will take. It usually takes between 4 and 8 weeks. Only a complete application, with all required documents/drawings will be considered.
Event permit policies
These policy rules provide clarity on event licensing. In these policy rules, all information about event permits is bundled for both organizers and advisory services and organizations. Residents and visitors of Voorne aan Zee can also use these policy rules to find out how events are handled within the municipality. These policy rules, which describe how everything around events is organized, is part of the Event Policy Voorne aan Zee 2024-2028.
What should I do?
The municipality divides major events into A events and B/C events. Complete the questionnaire to estimate which category your event falls into. Ultimately, the municipality, in consultation with security services, assesses which category your event falls into and which permit you need.

Permit applications 0-event small event
Are you organizing a small event (0-event)? Then you only need to request permission in writing. You can do this via the digital notification form at applications. Make your request no later than 10 working days before the event takes place, but preferably earlier.
The Requirements for a 0-event are:
- You do not serve alcohol for a fee.
- You are not closing roads.
- Less than 150 people are present.
- Objects such as stalls and stages are smaller than 25 square meters.
- The event and music will last until up to 11 p.m.
Do these Requirements not apply? Then you must apply for a major event permit.
Repeat permit application A event
If you are organizing an A event which does not change from the previous year, the application can be submitted via an event permit. In the online application form you will automatically be directed to the repeat form if applicable. A permit can be applied for a maximum of two times via a repeat form. After that, you must submit a new event permit application again.
The Requirements for a repeat permit are:
- It is an A event.
- There are no changes to the event from last year.
- The repeat permit has not been issued more than 2 times.

A-event (small)
Do you want to apply for a permit for an A event? Then provide these documents:
- Accurate floor plan showing all elements (e.g. tent, stage, stall, street to be cordoned off, fire extinguishers, emergency exits) with dimensions.
Make your application no later than 8 weeks prior to the event, but preferably earlier. Applications submitted later than 8 weeks prior to the event will not be considered.
B-event (large)
Do you want to apply for a B/C event? Then the event must first be registered and included on the regional events calendar of the Rotterdam Rijnmond Safety Region. Having events placed on the regional events calendar takes place every year in the fall for the coming calendar year. Adding a B/C event ongoing in a year to the regional events calendar is usually not possible.
Is your event on the regional event calendar? Then you will receive an invitation to submit your event in draft form and consultations with you, the municipality and the security services will be scheduled. You will also receive the date by which you must submit the application.
You will submit your application no later than 16 weeks before the event takes place, but preferably earlier.
You must provide these documents when you want to apply for a B/C event:
- Accurate floor plan showing all elements (e.g. tent, stage, stall, street to be cordoned off, fire extinguishers, emergency exits, generators) with dimensions.
- Grid drawing of the event site/area.
- Overall drawing of the event site/area.
- Safety plan including elaboration of possible scenarios.
- Security plan (provided by a security company) detailing duties/roles/responsibilities/positions/numbers/scenarios.
- First aid deployment.
- Traffic Plan.
- Program including any performances.
- Roadmap.
- Residents' letter.
How does an application proceed?
The municipality only considers complete applications. The municipality then seeks advice from various partners, such as the safety region, the police and the DCMR. Once all advice has been received, the municipality will make a decision about granting the permit.
Is your application and accompanying basic documentation incomplete? Then the municipality will not process the application. The mayor will also refuse your application when:
- Public order and safety endangered by your event.
- The health of persons endangered by your event.
- The traffic safety or safety of persons or property are endangered by your event.
- You cannot adequately demonstrate protecting the environment.
- You cannot adequately demonstrate the prevention or mitigation of nuisances.
Make an appointment
How long does it take?
After submitting the application, you will receive a confirmation of receipt. The municipality will review the application to see if it is complete and what type of event it relates to. If the application is complete, we will process it.
Below you can read when you must submit your application (preferably earlier) and what the processing times are:
- 0-event: Make your request no later than 10 business days before the event takes place
- A-Event: Make your request no later than 8 weeks before the event takes place. The lead time is 8 weeks.
- B/C event: Make your application no later than 16 weeks before the event takes place. The lead time is 16 weeks.
Note!
- The above deadlines apply only to the submission of complete applications.
- The municipality may extend the deadline.
If the municipality's decision on your application is negative, you have the option to file an appeal against it.
