The power grid is under strain

The power grid in the Netherlands is at capacity. For this reason, starting October 1, 2026, a new procedure will apply to residential and school construction projects to be carried out over the next 10 years. The Municipality of Voorne aan Zee will then apply to Stedin for a power connection on behalf of the project developers. This will allow your project to be placed on the waiting list sooner.

Important to know

  • The municipality submits the application.
  • You must also submit a priority request to Stedin yourself.
  • The municipality cannot guarantee that you will be allocated transportation capacity.
  • Stedin makes its decision based on the available capacity on the grid and the waiting list.

Application to the municipality

The Municipality of Voorne aan Zee is still working on the rules for this program. The policy guidelines are expected to be published on September 16, 2026. You can fill out the application form from September 16 through September 27, 2026, on our website. A link will be provided. We recommend that you start preparing your application now.

What do you need?

To submit the application, you will need the following, among other things:

  • Name and contact information of the initiator
  • A brief description of the project
  • The number and type of housing units, such as owner-occupied or rental units
  • The type of building, such as high-rise or low-rise
  • The number and type of connections
  • Information about the heating method
  • If necessary, the required connection for shared facilities, such as gallery lighting
  • Construction and Connection Schedule
  • The project site
  • A Management Statement

To submit a priority request to Stedin, you will also need documents that demonstrate the feasibility of your project, such as:

  • A current Chamber of Commerce extract
  • An agreement regarding location, planning, or implementation, such as a letter of intent or a preliminary agreement
  • Documents regarding permits or plan amendments that indicate the status of an amendment to the environmental plan or a BOPA
  • Documents showing the status of the environmental permit
  • Other project documentation demonstrating the project's feasibility.

Costs

The application to the municipality is free. You'll pay a 20% deposit to Stedin for the electricity capacity. The rules regarding this are not yet final, so this may still change.

After that

Once your application is complete and the quote has been paid, your project will be placed on Stedin’s waiting list. Stedin will then allocate the available power capacity.
