Redevelopment of the Westkade Hellevoetsluis catering pavilion

We are investigating the construction of a small catering pavilion on the beach at the Westkade in Hellevoetsluis, to replace the old sanitary building. This pavilion will make the area more attractive and lively for residents and visitors. You will be kept informed of further steps and planning.

Why a catering pavilion?

A catering pavilion has long been considered for this location. In 2011, this was already included in the municipal Vision for Completing the Fortress. A catering pavilion fits in well with the surroundings and can make the beach more attractive for residents and visitors. Beach pavilions at swimming beaches, for example, support the supervision of use, cleanliness (waste disposal), safety, and the management and maintenance of the beach. They can therefore also be important for the surrounding area.

What has already happened?

In recent years, various initiators have approached us with ideas for turning this location into something beautiful. We also believe it is important that something beautiful and good is created at this location and that the area is given a quality boost. That is why we commissioned an urban development study of the site. This study shows that a small, permanent (fixed) catering pavilion would make the location more attractive, better, and livelier. We have also applied for a permit from Rijkswaterstaat, because it falls within the protected area near the Haringvliet.

What is the schedule?

  • We expect clarity regarding the permit from Rijkswaterstaat by the end of 2025.
  • If the permit is granted, we will put the plan on the market.
  • The party with the best plan may build and manage the pavilion.
  • We will then make arrangements regarding construction, catering, and opening hours.
  • The selected party will then inform the surrounding area about the construction and management.
  • The environmental plan must be amended through a spatial planning procedure.
  • During this procedure, you may express your views, such as a formal response, opinion, or perspective.
  • More information about the follow-up will be provided by June 2026 at the latest.

How do we involve the immediate environment?

We informed the immediate neighbors in November 2025 by letter. We are currently still awaiting the permit from Rijkswaterstaat (the Dutch Department of Waterways and Public Works) and still need to find a party willing to build and manage the pavilion. We will keep the immediate neighborhood informed about the next steps by letter. More information about the next steps will follow no later than June 2026.
