What are we going to do?

The municipality is working on a new development plan for Sportlaan 13 in Hellevoetsluis.
This site was formerly home to the rubber and plastics factory Helvoet BV. The company ceased operations at this location in 2025.
Both the landowner and the municipality want to redevelop this site. We are considering residential housing. We’re planning to group a number of homes together. We want to facilitate a mix of housing options, including public housing, mid-range rental units, private-sector rental units, and owner-occupied homes. So there will be various types of housing, and apartment buildings are also likely to be included.

We’re also exploring the possibility of small-scale businesses, such as a hair salon or an office. A potential location for a supermarket is also part of this exploration.
We don’t yet know exactly how many homes will be built. A developer will later draw up an urban development plan (the design for the new residential neighborhood). That plan will specify how many homes will be built, as well as the types of homes that will be included. We don’t know that yet. What we do know is that the neighborhood must fit in with the surrounding area. We want to improve the livability and quality of the neighborhood.

Why are we doing this?

The location is situated in a key area of Hellevoetsluis. The area is part of Stadsdorp 3223. A great deal has already changed in this area in recent years, including the construction of Acapella Wonen I, At Home 3223, Dok 3223, the Eendr8 sports hall and swimming pool, and the De Samenstroom childcare center. A lot is still changing right now as well; new homes are being built in Eendraghtshof, and Acapella Wonen II is still to be built.

The municipality wants to prevent another industrial park from being built at this location.
That is why we are working on a new land-use plan. We are looking for a use that fits in with the surrounding area. We are therefore exploring what is possible and desirable. In doing so, we are focusing on housing, traffic, green spaces, and quality of life. We are also considering cultural-historical elements, such as the arches of the current factory buildings.
 

Where will the work take place?

The project area is located at Sportlaan 13 in Hellevoetsluis. It encompasses the site of the former Helvoet B.V. rubber and plastics factory. The site is situated between Molenweg, Anton Geesinkstraat, and the shopping district on Moriaanseweg Oost. The area is part of the Stadsdorp 3223 development.

When does what happen?

We are currently in the preparatory phase. During this phase, we have gathered feedback from the local community. We are currently working on preparing the zoning procedure to change the land use designation for the area (the environmental plan).
The following steps are now planned:

  • April 2026: Letter containing information and a questionnaire sent to the neighborhood.
  • May–June 2026: Collect responses to the questionnaire and prepare for the zoning process.
  • Summer 2026: Selection process for a developer on behalf of the landowner.
  • Summer 2026: Start of the spatial planning process; the draft environmental plan will be available for public review for 6 weeks.
  • Late 2026/early 2027: The final decision on an amendment to the environmental plan rests with the city council. This decision will be made in late 2026. 

Once the developer has been announced, it will draw up an urban development plan. This will be preceded by a separate public engagement process organized by the developer.
 

Procedures and Rules

This location is currently zoned for commercial use. We want to change that.
To do so, we are amending the environmental plan by following a spatial planning procedure. 
Public participation is required when amending an environmental plan. This means we involve the local community in the planning process. We did this by distributing a questionnaire. We are incorporating feedback wherever possible.
Before a site can be redeveloped, various studies are also conducted. These include studies on traffic, soil, archaeology, nature, and nitrogen.

We also consult with other government agencies and organizations. This includes, for example, the province.
During the course of a land-use planning procedure to amend an environmental plan, there are opportunities for formal public input. We notify the community of these opportunities. To learn more about the land-use planning procedure, visit the page “Land-Use Planning Procedures Explained.”

Share your ideas and stay informed

The municipality believes it is important for you to know what is happening in a timely manner. That is why we are informing you about the plans for Sportlaan 13. We will explain what is changing and why.

We have already engaged the local community in various ways. For example, we outlined the plans in a letter to residents in April 2026. In that letter, we explained what might happen to the site. We also outlined the steps the municipality is taking.

That same letter also included a QR code linking to a digital questionnaire where local residents and other stakeholders in the area could provide their feedback. The questionnaire was open for completion between April 22 and May 10, 2026. We will use the results when drafting the environmental plan. We will also forward the responses to the future developer, who can incorporate them into the urban development plan.

In July, we will be hosting another open house for local residents regarding the draft environmental plan. During the event, we will explain:

  • the content of the draft environmental plan;
  • the decisions the municipality makes regarding this location;
  • the studies that have been conducted and are still ongoing;
  • the impact on the surrounding area, such as traffic, green spaces, and quality of life.

A letter inviting people in the immediate vicinity to this event will be sent out.

What decisions have already been made?

The site of the old factory is located in a key area of Hellevoetsluis. People live, work, and enjoy recreational activities in this area. The municipality believes it is important that the new development be appropriate for this location. For this reason, the municipality has previously adopted two resolutions: 

  •  A right of first refusal. 
  • A preparatory decision. 

The right of first refusal means that the municipality has the first option to purchase. This allows us to maintain better control over the area’s development. We can do this by purchasing the property, or by entering into clear agreements with the current owner and a future developer. 

A preparatory decision protects the area while new regulations are being drafted. These regulations will be included in the environmental plan (formerly known as the zoning plan). The preparatory decision temporarily prevents any plans from moving forward that are not in line with the new plans for the area.
