Social housing, declaration of urgency

If you can no longer live in your home due to a personal emergency, you can sometimes apply for a declaration of urgency. You will then be given priority over other house seekers. On this page you can read more about the Requirements and possibilities.

How does it work?

If you think you can no longer continue to live in your current home because of a personal emergency, you may qualify for a declaration of urgency.

With a declaration of urgency, you have priority for some rental properties. This means that you have a better chance of getting a certain type of home than other house seekers. You will only get priority for housing that meets the Requirements of Urgency. It may happen that several people with a declaration of urgency apply for the same house, in which case the house will be offered to the person whose declaration of urgency ends first. 

There are few rental properties that become vacant. That is why the Requirements for urgency declaration are strict: because if someone gets priority, to other has to wait longer.

You apply for urgency through our website. If the application is complete and you have paid the costs of the urgency, you will be notified within 8 weeks. If the investigation requires more time (e.g. medical examination), it may take longer. The processing of your application consists of a number of steps. The staff member, who is processing the application, will keep you informed of the progress in writing or by telephone. 

Are you entitled to urgency?

Then you will receive an urgency declaration by mail. The declaration of urgency is also registered in the Woonnet-Rijnmond house-hunting system. With an urgent declaration you can only respond to the type of housing for which you receive an urgent declaration. Single-family dwellings and downstairs dwellings are not covered by the urgency declaration.

A declaration of urgency states the type of housing for which you have priority and the number of rooms required in your situation. We call this "the suitable housing offer. You will not be given priority for housing of a different type or with more rooms than necessary. Because an urgency is meant to solve your problem situation as quickly as possible, no other housing needs are taken into account. 

After the urgency has been granted, you must respond as much as possible for three months to suitable housing on woonnet-rijnmondnl On this website landlords advertise their latest housing offers on a daily basis. If there is no suitable housing available in your preferred region, you are obliged to respond outside that region. 

Have you responded to enough suitable homes in those three months but have not yet been offered a home? 

  • If so, you may be entitled to mediation for a home. We call this the mediation phase.

Requirements

You are eligible if you meet the following Requirements:

  • You are 18 years of age or older;
  • You live in Voorne aan Zee immediately prior to application and you leave independent living quarters;
  • You have no rent arrears and there is no nuisance. If you have rent arrears for which a payment arrangement has been made, an urgency application may still be possible;
  • The aggregate income, as known to the Tax Office, does not exceed €44,035 (single-person household)/€48,625 (multi-person household), price level 2023;
  • You and any family members have Dutch nationality or a valid residence status;
  • The emergency situation, on the basis of which you request urgency, did not arise through your own fault;
  • You must be registered with Woonnet Rijnmond;
  • In cases of violence and/or threats, you can only apply for urgency when it is directed externally at your household. So are you a victim of domestic violence? Then contact police or Safe Home immediately for your safety.  
     

You will not receive a declaration of urgency in case of:

  • If there is no emergency;
  • If the emergency is self-inflicted;
  • If the emergency can also be resolved without moving to another home;
  • If you have insufficient income to support yourself and independent living;
  • If you or a member of your household has previously had a declaration of urgency on the same application ground and it expired or was revoked less than 2 years ago;
  • If you are expected to be able to find housing within 3 months even without a declaration of urgency by responding to the housing offer on Woonnet Rijnmond;
  • In case of neighbor nuisance;
  • For overdue maintenance of your home or for moisture, drafts and mold problems.

Are you unsure if you meet the Requirements? If so, you can also login with DigiD using the link above and go through the application questions. If the questionnaire shows that you are (potentially) eligible, you can submit the application by going through the payment step and completing the application. If the questionnaire shows that you have little or no chance, you can abort the application and therefore you do not have to pay any fees.

Objecting

Do you disagree with the decision? Then you can file a complaint with a complaint committee. This committee tests the decision for correctness and then makes a binding decision.

Always apply for a declaration of urgency yourself

There are parties operating on the Internet that offer to arrange the urgency declaration for you. Do not do this! These parties do not belong to the housing corporations or the municipality.
An application through an intermediary party also ends up with the municipality. This application will not be processed faster. You do pay extra costs because you have to pay the intermediary for arranging the application. This amount is in addition to the normal costs for an application for a declaration of urgency. We therefore advise you to always submit an application yourself.
