Laying cables and pipes in public land
You need a permit to construct, modify, move or remove cables, pipes, tubes and structures above and below ground, in the public area of the Municipality of Voorne aan Zee .
Different rules apply to work covered by the Telecommunications Act.
How does it work?
In granting the requested notification/consent, the municipality may impose further Requirements on the preparation and execution of the work to prevent (social) damage and risks. You can submit the notification of cable and/or pipeline works online via the WoW portal.
Requirements reporting small (malfunction) report
Reports of emergencies, malfunctions or of work on cables and pipes up to 25 meters go through MOOR (Meldpunt Opbrekingen Openbare Ruimte).
- Installing or removing cables or pipes in already installed facilities, repairs or maintenance work on cables or pipes with a combined length of less than 25 meters.
- Making (house) connections, not crossing closed pavements or green spaces, up to a combined length of 25 meters.
- The making of a mounting hole or splice hole, that is, an opening with a dimension not exceeding 2 m², which is made for the purpose of placing a handhole, accessing a handhole, placing valves, excavating a cable reel for the purpose of customer connections, making branch lines, for repairing cable or pipe faults or for inspection purposes.
- In all cases, you must comply with the General Ordinance on Underground Infrastructure and associated Further Rules. These contain the rules that apply before, during and after breaking up the public ground
- If the supervisor finds trial trenches necessary, make them in the area where you want to break up the ground. Test trenches are cross-sections in the ground to see how many cables and pipes are there. You make test trenches only in the presence of the relevant supervisor.
- Additional requirements vary by situation. We list those on the approval
- Please note that if any traffic disruption is caused by the work, you will need to contact the municipality additionally for this.
Requirements Permit / Consent Decree
- Excavation of public land from a length of more than 25 meters or when drilling, pressing, placing handholes/above-ground cabinets.
- In all cases, comply with the General Ordinance on Underground Infrastructure and the Further Rules. These contain the rules that apply before/during/after breaking up public land.
- If the supervisor finds trial trenches necessary, make them in the area where you want to break up the ground. Test trenches are cross-sections in the ground to see how many cables and pipes are there. You make test trenches only in the presence of the relevant supervisor.
- Additional regulations vary by situation. We list them on the consent decree.
- Please note that if traffic disruption is caused by the work, you will need to submit an additional traffic plan for this.
How long does it take?
The municipality will make a decision on your application within 8 weeks. Should the application require more time, you will be notified in a timely manner that processing will take longer.

Price changes and typographical errors reserved.
For excavation work, we assume that the network operator re-streets, and has a warranty period of 1 year. We do not allow excavation in asphalt, this always requires drilling. Dead or damaged green areas will be repaved by the municipality, and the actual costs will be passed on to the network operator afterwards. The degeneration costs will be charged after joint completion in accordance with the VNG rate B2.
