Sometimes parenting and growing up does not happen by itself. Then it is possible to use Youth Care. Youth aid is for children up to the age of 18 (and in certain cases up to 23).

How does it work?

The municipality can provide youth assistance in 2 ways: on its own initiative or following a report. Among other things, the municipality offers support in the care, upbringing and development of your child. This can be done, for example, by offering:

  • Information and advice
  • Parenting courses or special trainings
  • Counseling or treatment

The municipality cooperates with other organizations for this purpose.

Youth assistance can be provided by a provider or you arrange it yourself with Personal Budget (PGB).

What should I do?

If you are concerned about your child, or if you need help for your child, you can get Youth Assistance by contacting:

  • The school social worker at your child's school. Every elementary and secondary school has a school social worker.
  • GP. You can get support through the general practitioner or the Praktijkondersteuner Jeugd (POH-GGZ Jeugd). Except at the GP practices in Oostvoorne and Rockanje. Here is no Praktijkondersteuner (youth) present.
  • Good to see you.

You can make use of the walk-in moment of Fijn je te Zien, on Thursday mornings from 10 a.m. to 12 p.m. at Vliet 2 in Hellevoetsluis.

How long does it take?

General help you can usually get right away. Have you applied for youth mental health care? Then you will be notified as soon as possible whether you will receive the help. This never takes longer than 8 weeks.

New rules for personal budget (pgb) Youth aid as of 2025

From Jan. 1, 2025, the rules for personal budget youth aid (pgb youth aid) will change in Voorne aan Zee.

Key changes:

  • Fees for Health will be lower than Health reimbursement through organizations the municipality contracts with starting in 2025. 
  • If a family receives a pgb for Health that they give to the child themselves (pgb-informal) then from 2025 we will make a clearer distinction between parenting tasks and youth aid tasks. A pgb can only be provided for youth aid tasks.

The changes will not take effect until the applicable order expires.

I have a pgb youth aid, how will I be notified of the changes?

Residents with a pgb youth aid will receive a letter from us about the new rules. Do you have a pgb youth aid and have not received a letter about the new rules? If so, contact your youth counselor. Why are the rules for pgb changing?

Voorne aan Zee is following the changes in youth care in the Netherlands. This includes the new rules for the personal budget (pgb).

What is changing with the pgb's?

Key changes:

- Reimbursements for Health will be lower from 2025 than reimbursement for Health through organizations with which the municipality has a contract.
- If a family receives a pgb for Health that they give to the child themselves (pgb-informal) then from 2025 we will make a clearer distinction between parenting tasks and auxiliary tasks. Only for auxiliary tasks can a pgb be provided.

Do the changes also apply to my current pgb decision that runs through 2025?

No, until your pgb decision expires, nothing will change.
 

Why does the municipality reduce the pgb allowance for using a professional?

The municipality's pgb reimbursement will be lower than the reimbursement for Health at care providers with whom the municipality has a contractHealth In Natura). The municipality wants to monitor the quality of care better this way. Voorne aan Zee municipality thus follows the national developments for youth aid.

Does the municipality also reduce the pgb reimbursement for pgb Informal?

No, the rules of the pgb-informal change but the rate does not change.

What changes when I myself or someone in my network provides youth services to my child (pgb-informal)?

From 2025, the municipality will make a clear distinction between ordinary parenting tasks and youth aid tasks. You will only get a pgb Informal for youth aid tasks. The rules for a new pgb Informal will change, but the hourly rate will remain the same.

What should I do if the number of hours of my pgb for youth assistance goes down significantly (pgb-informal)?

It is important that your child gets the help he or she needs. If your pgb reimbursement becomes much lower, we will work together to find a good solution. 
 

Can my pgb order be renewed after it expires with the same arrangements and rates?

No, when your order expires, we will review whether Health is needed and what rate applies.

What should I do if the reimbursement from the municipality is not enough for the professional pgb provider?

You can talk to the pgb provider about a lower rate. You can also switch to Health in Natura from the municipality or another (pgb) care provider. It is also possible that you yourself pay the difference between what the provider charges and the municipality reimburses.

Can my health care provider apply for compensation itself?

No, this is not possible.

Will my health care provider get this information about the changes or do I have to do it myself do?

You purchase Health yourself from the pgb provider and must discuss these changes yourself.

What should I do if the number of hours in my pgb for Health, which I provide myself to my child, goes down significantly (informal pgb)?

It is important that your child gets the help he or she needs. If your pgb reimbursement becomes much lower, we will work together to find a good solution.

What if I want to switch to Health in Natura and the waiting lists are too long?

If the waiting time at Health in Natura is long, we will work with you to find a solution appropriate to your situation.

Can I file a complaint about the changes to the PGB?

You can always file a complaint or objection with the municipality if you disagree with a decision on your application. You can do this through the municipality's website.
