Help for the homeless or homebound

You are homeless if you have no permanent place to live or stay. You then have no address to live or stay at. This can happen, for example, if the housing association evicts you, your relationship breaks up, you are fighting at home, or you have nowhere else to go for some other reason. You are homeless if you keep changing your shelter or place of residence.

If you are homeless, you may be entitled to shelter. The municipality can help you with this. The municipality offers shelter and guidance to people who no longer have a place to live and who need help. The goal is to help you get back on your feet in society as quickly as possible.

The municipalities of Nissewaard, Voorne aan Zee, Goeree-Overflakkee and Hoeksche Waard together arrange social relief for people who have multiple problems and requests for help. The municipality of Nissewaard arranges this for all these municipalities, this is called the center municipality. The central municipality of Nissewaard specifically regulates the reception of people who are homeless and who need a lot of help so that there should always be a supervisor nearby. We also call this "a need for 24/7 Health and/or supervision"
 

What should I do?

What happens after I file a report?

A council worker will look at your situation with you and explore your options. If you only need housing or little help, your own municipality will see what help is available. If you need a shelter where there is 24/7 Health and/or supervision, your report will be forwarded to the regional client managers of social care in the municipality of Nissewaard.

The Nissewaard municipality will check whether you are entitled to a place in the social relief center. If so, the Nissewaard municipality will offer you a shelter. If there is not yet a place in the shelter, you will be put on a waiting list. You will have to pay part of the costs yourself. This is called an own contribution.

Types of care:

Women's shelter

The women's shelter is for women who (with or without child(ren)) have fled from a situation that is unsafe. For example by domestic violence. The help is provided by the care organization Enver The location of the Women's shelter is secret. Domestic violence involves violence by family members, relatives, partners or caregivers.

You will receive help at the women's shelter for up to one year with:
- finding work and housing;
- getting out of debt;
- learning new things;
- raising children.

You can apply for the Women's Shelter by applying to Enver. You may also be reported by others such as Safe House or the police.

Family Shelter The Step

The family shelter 'De Opstap' is a shelter for families and is provided by care organization Salvation Army. This location is in the central municipality of Nissewaard. You can come here if you have a child(ren) and are in a crisis situation due to, for example, eviction, relationship problems, psychological problems or financial problems. You will be helped to recover, get your own house as soon as possible and be able to take care of yourself and your family again. At the Opstap, help is available 7 days a week and 24 hours a day.

Social shelter the Restart

Restart is a 24-hour shelter for single adults (male/female) and is provided by the care organization Salvation Army. This location is in central municipality Nissewaard. There is room for 23 people. You will be helped to get back into housing on your own as soon as possible and to take care of yourself again. At the restart there is help available 7 days a week and 24 hours a day. You will have your own room. There is a personal counselor to help you from entry to exit.

Social shelter CVD Room First the Orange neighborhood

This is a 24-hour shelter for single adults (male/female) and is provided by the care organization Centrum voor Dienstverlening (CVD) There is room for 17 people. This is a temporary location in the meeting church in center municipality of Nissewaard. This shelter will close in July 2025.

You will be helped to get back into your own home and back to taking care of yourself as soon as possible. At CVD, help is available 7 days a week, 24 hours a day. You will have your own room. There is a personal attendant to help you from entry to exit.

Kairos Foundation

This is a 24-hour shelter for young people aged 18 and over (male) and single adults (male) and is provided by the care organization Stichting Kairos on Goeree-Overflakkee. There are 5 places available through the center municipality of Nissewaard for 2024.

Center for Young Adults (Youth Care).

The youth shelter is for young people aged 18 to 27 and is provided by care organization Enver. There is room for 18 young people. This location is in Nissewaard. You can apply here yourself by calling or dropping by at the walk-in clinic Tuesday through Friday from 9:30 a.m. until 1 p.m. The youth shelter is for young people who need shelter and help for whatever reason. In this shelter, you will receive help from social work and group workers.

Winter Shelter

The winter shelter is a night shelter where you can go by yourself during the period from November 1 to March 31. This shelter is open when the local wind chill is below 2 degrees Celsius at night, according to Weerplaza. You do not need to register with the municipality first. Winter shelter is provided by the Salvation Army care organization at the Herstart location. There are also some places available at Stichting Kairos in Goeree-Overflakkee.
