Construction and remodeling, spatial quality

If you request a preliminary consultation plan or an environmental permit for construction or renovation, the municipality may submit your application to the spatial quality committee. This committee advises on aesthetics, cultural heritage and landscape. Among other things, the committee considers:

  • What the building will look like after construction or remodeling.
  • Whether monumental values are preserved at monuments.
  • What materials you use. 
  • Whether your building plan fits into the existing environment or with other building plans in the area.
  • Whether your building plan is of sufficient quality. 

The municipality has established the requirements for a building or remodeling project in building standards memorandums, image quality plans or Nota's Spatial Quality. 
 

How does it work?

The Committee on Spatial Quality (CRK) reviews your preliminary consultation plan or your application for an environmental permit. The committee meets biweekly on Mondays. You will receive the committee's advice with a written motivation. You cannot object to an advice from the CRK.

You can attend the meeting and explain your plan to the committee members. Local residents and other interested parties can attend the processing of an application for an environmental permit as observers. 

What should I do?

You do not always need an environmental permit for construction. Check first on the website omgevingswet whether you need an environmental permit for your building plans.

By submitting a preliminary consultation, you will receive a provisional advice from the Spatial Quality Commission. With this preliminary advice you can further develop your plan and submit an environmental permit. How to submit a preliminary consultation can be found on the preliminary consultation page.

What do I need?

  • Drawings of the existing condition (current situation) and the desired new condition (desired new situation). This includes a site plan, floor plans, facade views and cross-section drawings.
  • Details on how the building will look.
  • Details of building materials and colors you want to use.
  • Color photographs of the existing situation and surroundings.
