In the annual reports, we look back at the past year's expenses and what the municipality has done for them. In the framework memorandum we look ahead to next year and outline the plans for the coming years. And in the budget we outline the plans and costs for next year.
Framework note
In the policy framework document, the municipal executive outlines its plans for the coming years and the current state of our finances. The City Council will discuss the policy framework document before the summer. Afterward, the City Council will incorporate the policy framework document into the budget. No policy framework document was prepared for 2027; instead, a policy framework letter was issued. During the period when the policy framework document was supposed to be prepared, the formation of a new coalition following the elections was still in full swing. Budget
The municipality receives approximately 280 million euros annually and has many expenses to cover with this money. Therefore, every November, the municipality prepares an overview of all the expenditures and revenues we expect to have in the coming year. We also provide an overview of our current financial situation. That is the budget. The budget outlines what we want to achieve, how we plan to do so, and what it will cost.
