Area development Beaugaard (The Orchard)
A residential neighborhood called Beaugaard (De Boomgaard) is being developed in the area along Parnassialaan in Hellevoetsluis, northwest of Rijksstraatweg. Initially, this development was called De Boomgaard. Today, however, this new residential neighborhood is primarily known as Beaugaard. Beaugaard will be developed in phases. Plan in two phases
The Boomgaard neighborhood development will have a village-like atmosphere with plenty of space for green areas and nature. This development consists of two phases. We are currently working on Phase 1, which consists of 360 homes. On September 23, 2026, we celebrated the groundbreaking for the first homes. Phase 2 is still in the exploratory stage. This phase will consist of approximately 700 homes. In addition, as part of this second phase, we are exploring options for incorporating amenities such as a school and one or more stores. This will result in a complete residential neighborhood.
Environmental Plan
The city council has adopted the zoning plan (now called the environmental plan) for Phase 1 of the Boomgaard housing project in Hellevoetsluis. This zoning plan can be found on the Omgevingsloket website at. Under “Regulations” (Regels) on the “ Map ” page, search for “Specific Document” and use “De Boomgaard, Phase 1” as the search term.
Looking forward to phase 2
In parallel with the development of Phase 1, a feasibility study for Phase 2 is underway. Phase 2 is not part of the current preliminary land subdivision plan or zoning plan. At this time, Phase 2 is still in the exploratory phase, so it is not possible to share specific information.
To make Phase 2 possible, additional agreements have now been reached with the developers within GEM De Boomgaard. A separate environmental planning procedure will be followed for Phase 2. We will provide updates on this as soon as more information becomes available.
