Regulations for the Westvoorne Liveability Fund (Fund Regulations)

Article 1 Introduction 

The Westvoorne Liveability Fund (the “Fund”) is a fund established by Eneco, Vattenfall and the municipality of Westvoorne, managed by the municipality of Westvoorne. The fund supports initiatives that meet the set criteria through subsidies. These initiatives must be realised on the territory of the municipality of Westvoorne and must contribute to the liveability and sustainability of Westvoorne.
The selection of the initiatives to be supported by the Westvoorne Liveability Fund is made on the recommendation of the Westvoorne Liveability Fund Assessment Committee (“the Assessment Committee”).


The intention is that the Assessment Committee will propose one or more initiatives every two years and that the Fund will finance their realisation in whole or in part in accordance with these Fund Regulations.
The capital of the Fund is raised by Eneco Wind BV, Vattenfall Duurzame Energie NV and the municipality of Westvoorne. The management of the capital of the Fund and the implementation of the Fund is in the hands of the municipality of Westvoorne.

Article 2 Fund objectives 

The objectives of the Fund are:

  • supporting social organizations, associations and initiatives in the field of sustainability and energy saving in social accommodations;
  • supporting citizen initiatives that, with a view to sustainability, promote the quality of life within the municipality of Westvoorne;
  • supporting projects that provide a quality boost to the energy transition within the municipality of Westvoorne. 

Article 3 Requirements to the initiatives to be supported by the Fund (Fund Conditions) 

The Fund will only provide financial support to initiatives that: 

  • are realised on the territory of the municipality of Westvoorne; 
  • meet the Fund objectives (as stated in Article 2 of these Fund Regulations); 
  • meet the Fund Criteria (mentioned in Article 4 of these Fund Regulations); 
  • have been nominated in accordance with these Fund Regulations. 

Article 4 Criteria (Fund Criteria) 

  1. Initiatives which, in the opinion of the Assessment Committee (in accordance with the provisions of Article 5), meet the requirements referred to in Article 3 Requirements meet, are eligible for nomination, in accordance with these Fund Regulations. 
  2. Persons or groups who, by registering an initiative, wish to profile themselves exclusively in a political or philosophical sense are excluded from participation. 
  3. The initiative must serve the general social interest and therefore 
  4. to transcend the personal interests of subscribers and other directly or indirectly involved parties. 
  5. The initiative must clearly describe the intended result and must be sufficiently concrete, defined, realistic and substantiated, as determined by the Assessment Committee. 
  6. The initiative must be feasible within 2 years and implementation must commence within 6 months of the award. 
  7. By submitting an initiative, the initiator agrees to these Fund Regulations and agrees to abide by them. 
  8. If a submitted initiative does not meet the Fund Criteria in the opinion of the Assessment Committee, the municipality will reject the initiative with reasons. The submitter will be informed of this in writing. 
  9. The Assessment Committee, Eneco, Vattenfall and the municipality of Westvoorne are not liable for any damage suffered as a result of submitting initiatives to the Fund, the implementation of these initiatives or the use or maintenance of implemented initiatives or otherwise related to the implementation of these Fund Regulations. 
  10. All submitted initiatives may be used for advertising purposes by Eneco, Vattenfall and the municipality of Westvoorne. 

Article 5 Assessment Committee and nomination 

  1. The municipality of Westvoorne, Eneco and Vattenfall contribute Health for the establishment of the Assessment Committee, consisting of residents of the municipality of Westvoorne, who together form a cross-section of the community of Westvoorne, and will announce the composition of the Assessment Committee through its usual communication channels. 
  2. The Assessment Committee shall elect a chairman from among its members. 
  3. For the selection, the Assessment Committee will assess whether the overall concept of a submitted initiative complies with the Fund Objective, the Fund Conditions and the Fund Criteria, as stated in these Fund Regulations. 
  4. The Assessment Committee proposes initiatives based on a majority of votes. 5. For eligible initiatives, a subsidy will be provided to the applicants and possibly other parties involved. 

Article 6 Funding and Distributions 

  1. From 2019 onwards, an annual amount of up to EUR 35,000 excluding VAT will be available for the financial support of initiatives as referred to in these Fund Regulations. 
  2. The Assessment Committee will organise a registration phase every two years, always on condition that it has sufficient disposable liquid assets. 

Article 7 Final Provisions 

  • The Assessment Committee is not authorised to amend the Fund Regulations unilaterally and without prior notice. Amendments to these Fund Regulations may only be decided jointly by Eneco Wind BV, Vattenfall Duurzame Energie NV and the municipality of Westvoorne.
  • In matters not provided for in these Fund Regulations, the municipality of Westvoorne, Eneco Wind BV and Vattenfall Duurzame Energie NV will decide
