Municipal council and residents express concerns about plan to house migrant workers on Willemansweg in Oostvoorne

The municipal council of Voorne aan Zee has, partly in response to the unrest among residents, expressed its concerns about the plan to house 170 migrant workers in container homes on the Willemansweg in Oostvoorne. A number of factions therefore submitted motions. The plan and the motions were discussed during an extra council meeting on Thursday, November 28, 2024, where four speakers expressed their concerns.
 

The council found that insufficient account had been taken of the applicable rules and the zoning plan. There are major concerns about the impact on nature and safety. In addition, the council was of the opinion that there had been no proper consultation with local residents and the council doubted the financial feasibility of the initiator's plan.

The municipal council instructed the board to take into account the points indicated in the motion when assessing the permit application. The municipal council also wanted a thorough investigation into both the initiator and the operator of the project.

The board indicated that it would consider the concerns and comments of the council and the speakers in the further decision-making process. The permit granting process has not yet been completed. When the draft permit is published, there is an opportunity for stakeholders to submit their views.

The main points of the first motion were:

  • When applying, explicitly state that the permit is granted for a period of 3 years and that no rights can be derived from the permit for an extension at this time.
  • There can be no question of setting a precedent. 
  • It is good to investigate, now that the initiator himself assumes that the environmental plan will be adopted on 22 June 2022, whether or not the delegation decision applies, since in such a case the council should have issued a statement of no objections. 
  • To prevent any possibility of undermining, an investigation into the initiator and operator, including a BIBOB investigation, to the extent that the law provides for this. 

This motion was passed unanimously. 
 

Through the other motion that was submitted, various factions asked for the municipal council to Voorne aan Zee to have a declaration of no objections (VVGB) issued for the permit application for the Willemansweg in Oostvoorne. The zoning plan is less than two years old. From this you could deduce that a VVGB is necessary. These factions found that the Alderman the council should have been more involved in the decision-making process. This motion did not receive enough votes and therefore failed.
