Council meeting in a nutshell - July 2 and 4, 2024
The Voorne aan Zee City Council met on Tuesday, July 2 and Thursday, July 4 and made a number of decisions. In this news item you can read which items were discussed and which decisions were made.
In the council meeting of July 2, the College and City Council spoke out about the nuisance in Oostvoorne (neighborhood around the Vrouwe Machteldweg), causing residents to feel unsafe in some places due to aggressive behavior and vandalism. Village and neighborhood councils ordinance 2024
The municipal council of Voorne aan Zee has adopted a new ordinance for village and neighborhood councils. The new ordinance emphasizes the importance of village and neighborhood councils as representatives of the local community and strengthens their position within the municipality. The councils receive an annual subsidy, consisting of a basic amount and an additional subsidy per inhabitant.
Play space vision 2024
The Municipality of Voorne aan Zee has presented a new play space vision that focuses on creating child-friendly and accessible play areas. The vision emphasizes the importance of safe, green and challenging play environments that encourage children to play outside and be active. This vision states that children of all ages and with different needs can enjoy play spaces. It also focuses on sustainability by using environmentally friendly materials and promoting biodiversity in the play areas. The city council considers it important that children be involved in the plans.
Joint Regulation Youth Aid Rijnmond: annual report 2023, budget amendment 2024 and draft budget 2025
The financial documents of the Joint Scheme for Youth Aid Rijnmond (GR JR) for youth aid in the region were discussed. These are the 2023 annual accounts, the 2024 budget amendment and the 2025 draft budget. A significant increase in budgets is proposed due to rising costs in youth care. The city council agreed to these documents and proposed that the financial consequences be incorporated into municipal budgets. The city council expressed concerns about the rising costs.
Motion Well-being of Youth
A motion was made on the welfare of youth in Voorne aan Zee. The motion notes that the well-being of youth is under pressure, evidenced in part by media reports and rising youth care costs.
The motion suggested that the city council or council committee hold a session on this topic, including professional parties in the field, such as education and youth work. It was also suggested that young people themselves be involved. The goal is to reach clear agreements that contribute to improving the well-being of youth. Since a meeting on this topic is already planned for this fall, the motion was held for the time being.
New rules for room rentals
The City Council has adopted new rules for room rentals. The purpose of these rules is to provide clarity on what is and is not allowed when letting rooms.
Council decision Environment plan outlying area Brielle - Sweeping plan 3
The Municipal Council of Voorne aan Zee has approved the Brielle Outlying Area Environmental Plan - Sweep Plan 3. A sweeping plan is a zoning plan that incorporates several initiatives, which are scattered throughout the municipality, into one zoning plan.
Motion of censure
A motion of censure was filed against Alderman Postma for not sharing information from the Social Domain Advisory Council in relation to the vision of Housing, Welfare, Health. This motion was supported by all opposition parties, but not by the coalition parties, so the motion ultimately failed.
Adoption of annual report 2023
The adoption of the 2023 annual accounts has been postponed until after the summer recess. Despite efforts, it is not possible to obtain the final auditor's report for the entire financial statements by July 15, 2024.
First administrative report 2024
The Voorne aan Zee Zee City Council approved the first administrative report (Berap) of 2024 and adjusted the budget. The Berap shows a deficit of €8.1 million. This is mainly due to higher costs in youth aid, overhead and other other costs.
Framework Memorandum 2025: Preparing for the Future of Voorne aan Zee
The Municipality of Voorne aan Zee is making plans for the coming years. The Framework Memorandum 2025 helps with that. This memorandum shows what will happen with the municipality's money in the years 2025 through 2028.
The framework memorandum was discussed at the council meeting. The council gave the following points of interest to the college:
- Resolve problems in youth care quickly to prevent worse.
- Pay attention to the cost of land development.
- Service really needs to improve.
- Address the economic impacts of coastal silting.
- Resolve problems in neighborhoods through good conversations.
- Actively involve village and neighborhood councils in this.
- Have an eye for participation and communication by and with our residents.
Motion Participation Budget 2026
The motion called for residents and the City Council to be actively involved in drafting the 2026 budget. The motion was held, as there will be a consultation at a later date on how to possibly flesh this out.
Preferential right Noordweg 16 in Oostvoorne
The municipal council authorizes the establishment of the right of first refusal on Noordweg 16 in Oostvoorne. The college asked that a credit of €4.3 million be made available for the purchase of the plot. An amendment was submitted to that effect which included the following changes:
- To provide a credit of €3.3 million for the purchase of plot and premises.
- Present a plan for this site to the City Council this fall.
Farewell
These were Mayor Rehwinkel's last council meetings. On Tuesday, July 9, the mayor will take his leave. On Thursday, July 11 is the installation of the new mayor Arno Scheepers. The City Council thanks Mayor Rewinkel for his efforts as mayor of the youngest municipality in the Netherlands.
