Council meeting in a nutshell - Dec. 19, 2024

The municipal council of Voorne aan Zee met on Thursday, December 19, 2024 and made a number of decisions. In this news item you can read which points were discussed and which decisions were made.

Construction of Tintestein sports hall

The municipal council of Voorne aan Zee has decided to spend €382,750 on the completion of the Tintestein sports hall. After a conflict with the contractor, a new plan was approved. The construction costs have increased due to, among other things, higher wages and material costs. The sports hall is important to the local community and the ONS Tintestein foundation. The construction will take approximately six months. 

Amendment to the Construction of Tintestein Sports Hall

This amendment was submitted with the intention that the municipality would pay half of the additional construction costs of the Tintestein sports hall. The amendment was rejected.

Waste collection

The municipality Voorne aan Zee intends to collaborate with Reinis NV for waste collection. This proposal will be discussed in the council of 30 January 2025.
 

Sports and exercise policy Voorne aan Zee 2025-2028

The municipality has adopted a new plan for sports and exercise for the years 2025-2028. This plan replaces the old plans of Brielle, Hellevoetsluis and Westvoorne. The new plan aims to ensure good sports locations, support for sports clubs, sports opportunities for everyone, and better cooperation with other areas such as health and education. A number of speakers expressed their concerns that sports and exercise must remain accessible and affordable for all residents.

Heritage Regulation

The municipality has created a new Heritage Regulation for 2024. These new rules replace the old rules of Brielle, Westvoorne and Hellevoetsluis. The aim is to equalize the rules for heritage and update them according to the latest laws. An amendment was submitted to have changes approved in advance by the municipal council. This amendment was rejected.

Adoption of the second management report (Berap) 2024

During the council meeting, the second management report (Berap) of 2024 was discussed and adopted. This report shows that the financial result for 2024 is now €0.4 million positive, while it was previously €3.6 million negative. The report provides an overview of the income and expenditure to date and expected results for the entire year.

Motion Compassion

A motion submitted to provide one-off compensation to single-person households in rental properties in the former municipality of Westvoorne was rejected.

Motion for Waiver of Waste Tax

This motion proposed to pay the costs for the waiver of the waste disposal tax from general funds. The motion was rejected.

Regulation for Commuter Tax Voorne aan Zee 2025

This tax applies to people with a second home or holiday home in the municipality. An amendment to increase the commuter tax in Voorne aan Zee to simplify and align it with the real estate tax (OZB) was adopted.

Regulation precario tax terraces Voorne aan Zee 2025

From 1 January 2025, a new regulation for terrace tax has been established. This means that entrepreneurs who have a terrace on municipal land must pay a fee of €14.00 per m² per year. This rate is equal to the current rate in Hellevoetsluis, lower than in Brielle and new for Westvoorne.

Regulation (land) tourist tax Voorne aan Zee 2025

A new regulation for land tourist tax will apply from 1 January 2025. The new rate, after hearing various speakers and based on the adopted amendment, will be €1.45 per person per night for camping and €2.50 per person per night for rental units such as a hotel, guesthouse, B&B, private homes, etc. An amendment to also apply this regulation to asylum seekers was rejected.

An amendment was also adopted to the adopted water tourist tax regulation, which resulted in a rate of €1.45 per person per day.

The first half of 2025 will be used to look at well-founded multi-year rates together with the sector (for both the land tourist tax and the water tourist tax).

Voorne aan Zee sewer charge ordinance 2025

These new rules from the established sewerage tax regulation for 2025 ensure that
that all residents and businesses are charged the same way for sewerage charges. The proceeds from the sewerage charges are used to cover the costs of municipal water tasks. An amendment to increase the maximum rate for sewerage charges for non-residential properties in Voorne aan Zee was withdrawn. It was promised to inventory which objects qualify for the maximum rate.

Real Estate Tax Regulation 2025

The rates for residential and non-residential properties will be adjusted due to the expected increases in value. For residential properties, the rate will be 0.09% as of 2025 and for non-residential properties, 0.21% for owners and 0.13% for users.
