Council meeting in a nutshell - March 14, 2024

The Voorne aan Zee Zee City Council met on Thursday, March 14, and made a number of decisions. In this news item, you can read what items were discussed and what decisions were made. 

Framework Memorandum 2025 - Joint Scheme for Youth Aid Rijnmond

The city council agreed to the amendment proposal Joint Scheme for Youth Aid Rijnmond and waived an opinion.

Center vision De Struytse Hoeck 'Moving forward to a mixed recreational center'

The new city center vision, 'Doorpakken naar een gemengd recreatief centrum', which was approved by the city council, offers more opportunities and possibilities for longer stays at the De Struytse Hoeck shopping center in Hellevoetsluis. The council did call for the other (smaller) shopping centers and shopping streets in all cores of Voorne aan Zee to be looked at as well. 

Credit request Rickse Boomgaert

Several things are coming together in the Rickse Boomgaert in Brielle, including a new building for the Streekarchief Voorne-Putten, a new gymnasium de Reede and possible housing and, in the longer term, a new sports complex (Dukdalf). There are also developments around housing for the Twee Getuigen and the Kloosterbos. For the new gymnasium de Reede and the Streekarchief Voorne-Putten, it is urgent. It must be investigated whether the location of the Regional Archive on this site is the right one. In order to properly coordinate the various plans, a preparation credit is needed. The city council will make this credit available. The city council emphasized that there is a housing shortage and thus housing must be built quickly. 

Motions

During the council meeting, four motions were made on issues not on the agenda. 

Motion "Regulation of Village and District Councils.

Village and neighborhood councils are of great importance to Voorne aan Zee. Despite the fact that the merger has been in place for more than a year, there is still a lack of policies governing communication and cooperation with village and neighborhood councils. With this motion, the city council wants the college to create a policy for village and neighborhood councils before the summer vacations. The motion has as its underlying document a draft ordinance that was created in consultation with a number of political parties, both coalition and opposition parties, and a delegation of village and neighborhood councils. This constructive and fruitful process resulted in a document that the college should certainly be able to work with. The motion was embraced by the college and widely supported and unanimously adopted by the City Council. 

Motion 'Neighborhood building The Ommetje in Hellevoetsluis' 

In the Struyten neighborhood in Hellevoetsluis, the neighborhood association Het Ommetje fulfills an important role for residents of this neighborhood. In early 2020, the neighborhood building in which the neighborhood association was located was demolished. At the time, the Hellevoetsluis City Council, together with the neighborhood and neighborhood organizations, made plans for a new building that would include a place for neighborhood association Het Ommetje. The Hellevoetsluis City Council agreed to finance it in 2022. As it now turns out, the tender for the new building failed and the project came to a standstill. The neighborhood association is now temporarily using a former school building pending future plans. With this motion, the City Council wants clarity for all stakeholders in the short term, at least by July 1, 2024. This motion was also embraced by the college and passed unanimously by the City Council. 

Motion 'Rainbow municipality'

In Voorne aan Zee , everyone should be able to be themselves, feel accepted and safe. With this motion, the city council requested the college to come up with a plan of action to implement the Rainbow Ballot Agreement signed by a large number of parties in November 2022. This motion was also embraced by the college and passed. 

Motion 'Investigate the possibility of a nuclear power plant on the Maasvlakte' 

This motion called for positive support for the study of the possibility of building a nuclear power plant on the Maasvlakte. This, according to the movers of the motion, would be a strategic step forward toward a more sustainable and stable energy supply. This motion was also embraced by the college and passed. 

In addition, the following decisions were made:

  • Mr. Bertus Vree was appointed a committee member for the group of Vrij Voorne.
  • Consideration procedure to amend Joint Regulation GGD-RR.
  • Fourth amendment of the Joint Regulation Public Body Youth Aid Rijnmond .
  • Adoption of annual plan for council communications 2024.
  • Adopt Plan of Action for Protected Housing and Shelter.
