Homelessness isn’t just about people sleeping on the streets. It also includes people who are temporarily staying with friends or family, sleeping in a car, living at a campground, or constantly having to move from place to place. It is precisely these situations that often go unnoticed.
To gain a better understanding of this group, the municipality Voorne aan Zee with other municipalities in the Zuid-Hollandse Eilanden region, is participating in the ETHOS census.
What is the ETHOS survey?
On May 12, 2026, the ETHOS census will determine Map people in Map do not have a fixed place of residence or shelter, and what their living conditions are. Organizations such as Health and welfare agencies, housing authorities, and volunteer organizations will participate in the census. They often have insight into people who are not always known to the municipality.
The results of the census will enable municipalities and organizations to better tailor their support to people’s needs.
Working together to gain a better understanding
The ETHOS census in our region officially began on February 9 with a meeting for census organizations. During this meeting, organizations received an explanation of the census and the importance of obtaining as complete a picture as possible.

Anonymous and discreet
The survey is completely anonymous. Personal data will not be shared with municipalities. The data is collected and processed by Utrecht University of Applied Sciences, an independent entity. This ensures that participation has no consequences for residents.

Do you work with people who are homeless? Or do you know someone in that situation? If so, you can help by participating in the count. The more people who participate, the more complete the picture will be.
