Site survey nuclear power plant

The Ministry of Economic Affairs and Climate Policy (EZK) plans to build two new nuclear power plants. Public participation is a key component of this process. This is the first step in the project procedure aimed at selecting a final site. Research plan and site survey 

The Rijksoverheid government is investigating two sites for the construction of two nuclear power plants. The study focuses on seven possible sites in four areas: 

  • In the Sloe area: the EPZ site in Borssele and the former Thermphos site in Vlissingen
  • In Terneuzen: Mussel Banks/Paulina Polder
  • On the Maasvlakte II: Alexiahaven west side
  • In Eemshaven: Westereemsweg/Emmapolder, Eemshaven power plant and Eems power plant

On February 5, 2026, the Rijksoverheid adopted Rijksoverheid Scope and Level of Detail Memorandum (NRD), or the study plan, for the construction of two new nuclear power plants. More information on this can be found on the RVO website at . The study (Integrated Impact Assessment, or IEA) will ultimately form the basis for the decision on the location.

The site selection process is part of the project procedure. Based on this procedure, a single preferred site will ultimately be selected for the construction of the two nuclear power plants, and anyone may submit comments (a statement of views). The ministry is expected to make this decision immediately after the summer of 2026. After the comment period, the Ministers of Economic Affairs and Climate Policy (EZK) and of Housing and Spatial Planning (VRO) will make a final decision on the location.
