You can do many jobs, such as painting or wallpapering, without permission from Woonbedrijf. Permission is required for major changes, such as installing a second toilet or a staircase to the attic. This ensures that you can leave the changes in place when you move. In any case, you should take into account the preconditions set by Woonbedrijf for every job you do in your rental home.

ZAV = self-installed facilities
A facility is something useful that you can make use of.
Amenities you make while doing chores are also called: self-installed amenities. Abbreviated to: ZAV. 

Step 1 Read the prerequisites


Any chores you do in your rental property must meet the prerequisites set by Woonbedrijf.
If you plan to do chores in your property, please read through the Requirements below first:

  • The ZAV must not harm the rentability of the home (e.g., tasteful color, motifs and material choice);
  • The ZAV must not reduce the value of the home;
  • The ZAV must meet the (safety) requirements of the municipality, Woonbedrijf Voorne aan Zee, utility companies and the building code;
  • A modification involving gas and electrical installations must be performed by a licensed installation company;
  • The change must not cause danger, (noise) nuisance or damage to nearby residents or the residents themselves;
  • The adaptation must be accomplished in a skilled manner;
  • All costs and risks arising from the ZAV are the responsibility of the tenant;
  • All ZAVs may be installed with the exception of a central heating system and a change in construction and exterior envelope;
  • Future maintenance is the responsibility of the tenant;
  • If the above Requirements are not met, Woonbedrijf Voorne aan Zee will charge Tenant for the cost of removal or repair.

Step 2 Determine if you need permission

What job do you want to do? If it is one of the jobs below, you will need permission from the Woonbedrijf.

  • Installation of 2nd toilet
  • Installing fixed stairs
  • Installation of insulation (provided that insulation value -RC value- can be demonstrated).
  • Installing double glazing
  • Installation of a skylight
  • Placing solar panels
     

Do you have another job? Then you do not need to ask permission for this. Of course, the job must meet the preconditions (see step 1). If in doubt, you can always ask our supervisors for advice. Call 14 0181 during office hours.

Step 3 Consent needed?

If permission for your job is required (see step 2), email: nl
You can also request this by phone at 14 0181. You indicate what you plan to do, what the probable costs are and when you want to make the adjustments.

You will receive a message within 4 weeks. If Woonbedrijf Voorne aan Zee has no objections to your proposal, you can make the desired change.

Step 4 Perform the job

If you have received a positive notice and recommendation from the Woonbedrijf then perform the job. Good luck with the job.

Step 5 Finished chores? Report it

If you are finished with the job, send an email to the Woonbedrijf. You can do this at: nl

Upon receipt of the mail, our supervisor will come to check whether the ZAV has been properly installed. If the job has been done properly and permission was needed to install the ZAV (see step 2), a compensation will be determined. You will receive a letter from the housing company detailing the established compensation you will receive for the ZAV when the lease ends. 

Frequently Asked Questions

Who takes care of the maintenance of the ZAV?

The self-installed facilities are yours at least until the end of the rental period. This means that you are also responsible for their maintenance. Repairs to the installed facilities are entirely at your own expense. You will also be responsible for any damage that occurs during the realization of the ZAV.

What to do with ZAVs at lease termination?

At the termination of the lease, our supervisor will visit you. He will look at your ZAVs.
He will determine what may be taken over or what you must remove or repair. The HAV's for which you have received permission from the housing corporation will be assessed as to their condition. If they are still in good condition, you will receive compensation from the housing company. 

What is the compensation for the ZAV when you leave the home?

For each ZAV requested with permission, the Woonbedrijf applies a depreciation period and a maximum compensation. The depreciation periods and maximum allowances are shown in the schedule for each ZAV.

Calculation example

Suppose you install a second toilet. The maximum compensation you can receive for this ZAV is € 300. The depreciation period of this ZAV is 10 years. Suppose you leave your rental home in year 4. There are then 6 years left. The amount you will receive from Woonbedrijf is:
€ 180,- (300/10x6= € 180,-). 

Tip: consider your insurance

If your contents increase in value due to remodeling, it is important that you are not underinsured. Therefore, report this increase in value to your insurer. For luxury features such as a wooden floor or a modern kitchen, this usually applies.
