Integral Housing Plan (IHP) elementary schools Voorne aan Zee

At its May 30 meeting, the municipal council adopted the integral housing plan for primary education for the period 2024-2039. Together with school boards and child care organizations, the Municipality of Voorne aan Zee worked on this integral housing plan (IHP). 

It is a directional plan indicating which schools need new construction or expansion and when. And it provides insight into short- and long-term investments and costs.

The IHP lays down the program for educational housing and the deployment of resources for the first four years. Thereafter, the IHP is adjusted every four years on the basis of current developments, new forecasts, trends and progressive insight.

Education housing in the short term

Also in the short term, that is, in the coming years, work is underway to improve or expand the housing of a number of schools in our municipality. The highest priority in coming years will go to the following schools:

  • Expansion (with two classrooms) of Het Overbos in Oostvoorne.
  • Expansion (with five classrooms) to serve the three schools at Gooteplein in Brielle.
  • New construction of CNS de Nieuwe Weg in Oostvoorne.
  • New construction for Houthoeffe and Rainbow (Kooistee) in Hellevoetsluis.
  • New construction De Wateringe in Hellevoetsluis.
     

New integral child center (IKC) Oostvoorne

The May 30, 2024 council meeting also decided to build an integrated child center (ICC) for CNS de Nieuwe Weg at Vrouwe Machteldweg in Oostvoorne. 

Developing an IKC is a multi-year project involving many different parties. Think parents, school board, the childcare and welfare organizations, local residents, etc. 

In the search for a suitable location for the IKC, several locations were inventoried by the former municipality of Westvoorne in 2020. Two preferred locations emerged, location Valweg and location Vrouwe Machteldweg. Urban development agency Kuiper Compagnons has been asked to investigate how an IC at these locations could take shape and what this means for the surroundings. The traffic situation was also examined and a financial calculation was made. Participation evenings with local residents were also organized. After carefully weighing all the pros and cons, the Municipal Executive chose the location on Vrouwe Machteldweg, where a school used to be located.  

The May 30, 2024 City Council approved the proposed preferred site. 

What exactly is an IKC? 

An IKC houses various facilities for children aged zero to thirteen, such as education, childcare, out-of-school care and welfare activities. The great advantage of housing these facilities in one building is that the lines are short between the various agencies and they can reinforce each other.

There are 2 IKCs in Voorne aan Zee , namely 'De Samenstroom' in Hellevoetsluis. This contains two regular elementary school, one special elementary school, childcare, after-school care and even a treatment setting. You can read more information on the website of Kindcentrum de Samenstroom.

There is also another IKC in Hellevoetsluis in a smaller context, namely: IKC Waterwereld. This is a collaboration between an elementary school and childcare.

Educational housing in the long term

Both the municipality, education and child care are striving to develop Integral Child Centers (ICUs) in the future. These are locations where one or more elementary school with a child care organization and possibly other functions, such as youth work or library, are housed in one building. This means that the new buildings in the future should be as multifunctional as possible with flexible spaces. This provides the opportunity to properly organize more inclusive education. By offering more inclusive education, more children will soon be able to attend school in their own neighborhood or village.

Legal duty

In the Netherlands, the school boards and the municipality have a joint responsibility for the presence of sufficient and adequate educational housing. School boards are responsible for the operation, maintenance and indoor climate of school buildings. The municipality has the legal duty to provide education with adequate educational housing through (replacement) new construction, expansion and initial furnishing. 
 

Further elaboration and implementation

The IHP is a guiding document for the coming years. The total investment for the IHP 2024-2039 for the Municipality of Voorne aan Zee is over 50 million euros. Every four years this is then updated. At the moment that work starts on (replacement) new buildings or an ICC, the exact number of square meters per school will be worked out, which parties will be housed and which requirements the building must meet. The city council will then make a separate decision about the financing for each school location.
