2026–2030 Coalition Agreement: Continuing to Build Voorne aan Zee Together

The coalition parties—VVD, PRO, CDA, EVV, D66, and ONS Voorne—proudly presented the main points of their coalition agreement today and handed it over to Mayor Arno Scheepers. 

The agreement titled “Building Together on Voorne aan Zee is the result of open and constructive discussions among the six parties, led by coalition negotiator Ton Roerig (CDA). The parties did not shy away from their differences, but instead brought them out into the open for discussion. This has led to a broadly supported course of action for the next four years.

The coalition has deliberately opted for a broad-outline agreement. This leaves room for debate in the city council and for collaboration with residents, business owners, and civic organizations as the agreement is further developed. The parties view the agreement as a shared starting point, with each working from their own role toward a strong, stable, and forward-looking Voorne aan Zee.

Key Points of the Coalition Agreement

Governance Based on Trust. Trust is the foundation of this agreement. Stable governance, effective cooperation between the council and the executive board, and a municipality that operates from the outside in.

Housing with more leadership and momentum. We won’t solve the housing crisis with words, but with action. That’s why the coalition is opting for more leadership. A single, integrated housing vision; adhering to the “three-thirds” principle (social rental and owner-occupied housing, mid-range rental and affordable owner-occupied housing, and the private sector); a temporary “accelerator” to move projects from planning to implementation more quickly; and a stronger Woonbedrijf. The parties have deliberately chosen not to establish a large-scale reception center for asylum seekers, but rather to create multiple smaller locations.

A quality of life you can feel on the streets. The quality of our villages and neighborhoods determines how residents experience their municipality. That is why we are investing in the living environment through more visible and approachable enforcement, addressing parking issues with special attention to historic fortifications, and creating well-maintained outdoor spaces with more greenery.

Living together with a focus on prevention. The coalition is firmly committed to prevention. Identifying problems early on is better for residents and helps prevent more serious Health. This means paying more attention to the mental health of young people, combating loneliness, and preventing poverty and debt. A new policy for older adults will be implemented, and the social foundation provided by organizations, volunteers, and informal caregivers will be strengthened so that everyone can continue to participate in society.

What can residents expect?

The six parties want a municipality where residents feel at home—with affordable housing for young and old, safe and livable neighborhoods, and assistance that is accessible and timely. Everyone should be able to participate. Residents can expect open and reliable governance from these parties. They make clear decisions and do not shy away from difficult issues. Residents are involved in planning at an early stage and are kept informed about how their input is being used. Services are provided quickly and efficiently where possible, and in a personalized and tailored manner where necessary. This is how we continue to build Voorne aan Zee together.

These are the candidates for alderman and the allocation of portfolios. A number of aldermen will be working part-time, bringing the total number of positions to 5.4.

Together with Mayor Arno Scheepers, they form the proposed municipal executive. 

Swearing-in of Candidate Aldermen

During the council meeting on Monday, June 29, 2026, the new aldermen will be appointed, installed, and sworn in. This will mark the official start of the new council’s 2026–2030 term.
